CNN affiliate Sky News says the man is reportedly holding his daughter in the office, where he was seen at a window shirtless and wearing a barrister’s wig.

Police have surrounded the building in suburban Sydney and evacuated the area. Police negotiators are at the scene.

“At this stage it is not known what caused the man to attend the building or what he is in possession of,” the New South Wales Police Force said in a statement.

A worker inside the office when the man entered said the man entered the building at about 9 a.m. Sydney time accompanied by a girl who appeared “10 to 11 years old” and referred to the man as her father, Sky News reported. After talking to a clerk, apparently in search of a person, the man then began throwing items and claimed to have a bomb.

Four earthquakes struck southern Guatemala within hours of each other on Monday, killing at least one person and rattling residents in the capital city, officials said.

The largest of the quakes had a magnitude of 5.8 and was located about 53 kilometers (32 miles) southeast of Guatemala City, according to the U.S. Geological Survey. The other quakes had reported magnitudes of 4.8 or lower, and hit within less than about 40 miles of the capital.

At least three people died in the department of Santa Rosa, according to local firefighters.

However, Alejandro Maldonado, head of Guatemala’s National Coordinator for Disaster Reduction, told reporters that just one person was confirmed dead.

President Alvaro Colom said three people were reported missing in the aftermath of the quakes, but that those reports had not been confirmed.

“There are people buried in the rubble,” Evelyn Ruano, a spokeswoman in the president’s office, told CNN. She said firefighters are on the scene to assist.

The state-run AGN news agency reported that seven vehicles were buried by the quake, while several houses in the area had suffered damage.

The 5.8-magnitude earthquake was reported by the USGS to be some 25 miles deep. Tremors were felt in the capital.

At least 35 human bodies were found in a roadway during rush-hour traffic in the Mexican coastal state of Veracruz Tuesday, the state attorney general said.

Police in the eastern state found two trucks carrying the bodies near a shopping mall in the municipality of Boca del Rio, Attorney General Reynaldo Escobar Perez said.

¨An event like this is unprecedented,” he said. ¨It hasn´t happened before in the state of Veracruz.¨

Seven of the dead had been identified by Tuesday evening. A government database indicated that they had criminal backgrounds including extortion, homicide and drug trafficking, he said.

Boca del Rio is in Veracruz state´s most populated area. It has become a frequent site of clashes between armed groups as drug-related violence grows.

China warned the United States Thursday that a multi-billion dollar arms sales to Taiwan will create “severe obstacles” between Beijing and Washington, the state-run Xinhua news agency reported.

“The wrongdoing by the U.S. side will inevitably undermine bilateral relations as well as exchanges and cooperation in military and security areas,” Chinese Vice Foreign Minister Zhang Zhijun said, according to Xinhua. Zhang summoned U.S. Ambassador Gary Locke to lodge a protest.

The .3 billion arms package includes upgrades to Taiwan’s F-16 fighter fleet, a five year extension of F-16 pilot training at Luke Air Force Base in Arizona and spare parts for the upkeep of three different planes currently in use by the Taiwanese, according to State Department spokeswoman Victoria Nuland. The deal is part of the U.S. Foreign Military Sales program.

“We firmly believe that our arms sales to Taiwan contribute to the maintenance of peace and stability across the Taiwan Strait,” she said.

Chinese officials asked the U.S. to end military relations with Taiwan and work with the Chinese to safeguard Sino-U.S. relations, Xinhua reported.

China regards Taiwan as a renegade province. Taiwan began as the remnant of the government that ruled over mainland China, until a communist uprising proved victorious in 1949.

Part of the U.S. embassy annex in Kabul came under attack early Monday, a U.S. official and an official from the International Security Assistance Force said.

The attack was believed to be largely over by about 4 a.m., the U.S. official said. At that point, there was not yet any word on casualties.

ISAF Maj. Jason Waggoner said it was a single incident, not several attacks.

The U.S. official described the situation as fluid at the targeted facility, which is used by U.S. government personnel in the Afghan capital.

The area is known as a place where personnel both live and work, some in intelligence operations. A CIA spokeswoman declined to comment on the attack.

Afghanistan has been site of several high-profile attacks of late, including strikes at the NATO headquarters and the U.S. Embassy in Kabul and the assassination of former Afghan President Burhanuddin Rabbani. Rabbani had been leading efforts for reconciliation talks.

The divisions have emerged amid mounting concerns that Athens’ funding needs are much bigger than estimated just two months ago. They threaten to unpick a painfully negotiated deal reached with private sector bond holders in July.

While hardliners in Germany and the Netherlands are leading the calls for more losses to be imposed on the private sector, France and the European Central Bank are fiercely resisting any such move. They fear re-opening the bond deal could spark renewed selling of shares in European banks, which have significant holdings of Greek and other peripheral eurozone debt.
